Trails Sub-Committee Meeting Minutes

 

TIME:            Wednesday, March 26, 2003, from 9 a.m. to 12:00 noon.

Call to Order: The meeting was called to order at 9:18 a.m. by Jack Bransford.

Minutes:            The minutes of March 5, 2003 were approved as written.

 

Agenda Items:

 

1.                                         Discuss results of Field Mapping “Task 1” – Joint Staff/Delorenzo, Inc. Powers moved, Willett seconded, carried. Directed staff to modify the OVRP Public Information Map "trail alignment indicators" to clarify intentions near private property.

 

2.                                         Review and Approve TSC version of Goals and Policies (Action Item) – Joint Staff. Ohrmud moved, Willett seconded to accept the TSC Version of Goals and Policies.

 

3.                                         Review and Approve TSC version of Trail Design Standards Matrix, e.g. Trail widths/uses (Action Item) – Joint Staff. Willett moved, Bransford seconded. Motion withdrawn. Joint Staff recommended to table discussion of developmental guidelines for a future TSC meeting.

 

4.                                         Presentation of Chula Vista Greenbelt Master Plan – Duane Bazzel. Master plan was created in 1989 for a 28-mile greenbelt around the city of Chula Vista. Greenbelt would piece together natural open spaces and link up with various trail systems and within various jurisdictions. Chula Vista Greenbelt occurs in eight segments with connections to OVRP trails at I-5 and Bayshore Parkway; and at Wolf Canyon. Design standards and consolidation of details will be discussed at April 17, 6 p.m. meeting at Chula Vista City Hall. Master plan will be posted on Chula Vista web site.

 

5.                                         Discussion of proposed OVRP trail connection east of I-805 – Duane Bazzel. Expansion of Chula Vista Autopark has resulted in loss of expected trail route. Re-routing of trails and staging areas may require access to cul-de-sacs in the Auto Park itself.

 

6.                                         Discuss goals, format, and review draft agenda of OVRP Trail Master Plan Community Meeting – Joint Staff. Rushlow accepted suggestions for the language on the Notice of Public Meeting. Public Notice will be distributed this afternoon.

 

7.                                         Review revised schedule and discuss next TSC field mapping task. – Joint Staff/Delorenzo. Reese stated that a biological and historical review of the area is pending. TSC will meet Wednesday, April 2 to determine exact trail locations, plan Field Trip No. 2, and input lessons learned.
