TIME: Wednesday, April 23, 2003, 9 a.m. to noon

Jack Bransford called the meeting to order at 9:07 a.m.
MINUTES: The minutes for the TSC meetings of 4-2-03, 4-9-03, and the Public Trails Meeting of 4-5-03 we approved by consensus.
AGENDA ITEMS:
1. Discuss results from Field Work Assignment No. 2 Mapping Task
2. Review Revised Trail (Corridor) Alignments
3. Identify and prioritize remaining mapping requirements.
Andrew Reese of DeLorenzo and Associates addressed the above agenda items in a single presentation as follows:
New trails construction will require exotic plant removal, elevated trails on berms and several small bridges to cross existing drainages running North and South across the path of the trail.
Task 5 - Comment (P-6, P-7, P-8, P-9)
Show trail locations except for P-6 (End at Staging area - do not construct Type A connector trail parallel to Beyer Blvd and remove trail alignment indicated by comment P-8.
Task 6 - Comment (P-10 and P-12)
Do not adopt - Remove these trail options as Type -A.
Task 7 - Comment P-11
No other alternative possible - Keep as a Type - A to provide complete linkage in this area.
Task 8 - Comment P-13
Remove Montgomery School Overlook from the Master Plan because it is not a part of the OVRP.
Task 12 - Comment P-17
New trail location is acceptable except at edge of Le May Pond. Provide open gathering area on south end of pond.
Task 13 - Comment P-18
Smooth out trail connection from triangle configuration to a "T" intersection.
Task 14 - Comment P-19
Swap river alignment and trail alignment - provide bridge connection.
Task 18 - Comment P-23
Provide a graphic link from Finney Overlook to the OVRP Trail System below. Trail Type Unknown.
Task 19 - Comment P-24
This trail alignment is not viable -Remove and provide connection due north on existing trail segment.
Task 21 - Comment P-26
Realign this section north as indicated by the alternative "taped" trail alignment heading North displayed on the first CAC Trails Subcommittee Field Work Exhibits.
All other responses made by the CAC Trails Subcommittee to the Tasks and respective comments were mutually agreed upon and needed no further action.
The above mentioned action items as well as the other agreed upon tasks will be reflected in the draft or screen check version of the OVRP Trails Master Plan.
Other Important Items
Preliminary viewing of the First Screen check Graphic that will be the I-5 to I-805 Exhibit in the OVRP Trails Master Plan.
The addition of local staging areas
The designation of one Regional Staging area to the East of Beyer Way and South of the River
The addition of one local Temporary Staging Area
The addition of Southern trails heads along both sides of Beyer Way and Beyer Blvd.
The removal of one local staging area West of Interstate 805 and South of the River.
Hofmockel mentioned that temporary solutions have a way of becoming permanent as nearby communities become accustomed to having facilities in a particular location.
New Business:
No new business was introduced at this meeting.
Next Meeting:
Wednesday, May 14, 2003, 9 a.m., CV Public Works Center. Agenda items will include signage, fencing, kiosks, and maintenance.
Rushlow commented that the June 4 meeting would be the final TSC meeting before the CAC policy meeting on 6/27. Public comments will be invited at that time.
